Attendees:      Beth Bower, Jason Doviak, Marcia Lambert, Joseph O’Keefe, Jim Rose, Jason Silva, Andrew Soll, John Walsh

CONSTRUCTION UPDATE
  • Library Learning Commons
  • Schedule
  • Library Demolition: The demolition of the back portion of the library is wrapping up and will be completed in three to four weeks. They are doing that last level of demolition by hoe-ramming the foundations.
  • New Library/Learning Commons:
  • August – Continue excavation
  • August-Early September – Place rebar and under-slab plumbing/electrical in preparation for foundation
  • Mid – Late September – Blasting of ledge
  • Late September – Early October – Concrete foundation pours. A last major pour in November.
  • December – Structural steel
  • Blasting
  • Letters have been sent to all property owners within a 400’ radius of the blast location offering a pre-blast survey of their property. Statute requires surveys within 250’, but DCAM has extended this to 400’.
  • Jason Silva:  If someone outside of the 400’ radius wanted a survey could they get a survey? Mike Lambert said that DCAM would review on a case-by-case basis.
  • David Coleman:  Said that he knows he is outside the radius but what is his recourse if he believes he has sustained damage from a blast? Mike Lambert stated that he should immediately file a claim per the university’s claim process.
  • Dana Lathrop: Was concerned about process as five years ago when the ball field construction took place he had damage.
  • Pam Knight: Again raised her concern about the claim process and the lack of response regarding her claim from work conducted by DCAM in fall 2007. Mike Lambert replied that he had provided the information she requested. Ms. Knight disagreed.
Beth Bower: Noted that there was no claim process when the work Ms. Knight and Mr. Lothrop were discussing took place. The university put a claim process into place for the Marsh Hall project in 2009.
  • David Coleman: Stated that he has been coming to meetings and registering issues with the university and the committee for two years and has always received either an answer or a resolution of the issue and believes the process works.
  • Jason Silva: Stated that he understood that Ms. Knight was very frustrated by her interaction with DCAM, but that the Salem State University Neighborhood Advisory Committee has no jurisdiction in the matter and that the meeting could not address her claim issue.
Jim Rose: Suggested that Ms. Knight contact Representative John Keenan’s office for assistance.
  • Joseph O’Keefe:  Suggested that Ms. Knight contact Senator Thomas McGee’s office.
ISSUES IN PROGRESS
  • Marsh Hall Rooftop Equipment
  • Leif Lamoray reported that his focus, based on comments received at last month’s meeting, was machinery inside the closed roof top mechanical area. They are looking at sound attenuation and adjusting speeds. David Coleman commented that when the air conditioning comes on is when you can hear the noise.
  • HVAC System at Central Campus Classroom Building Update
  • Andrew Soll reported that after he and Beth Bower visited with the Eugenios in July, the university reached out to the manufacturer about any additional adjustments that might be possible to the cooling tower. The university is also investigating potential methods to place a treatment on the wall of Building #1 that would disperse rather than reflect the sound from the cooling tower.
DEFERRED ITEMS
  • Raymond Road Traffic Study Update
  • Jason Silva reported that he and Councilor O’Keefe have been discussing how to reach out to all the Raymond Road and Raymond Avenue neighbors to reach a consensus regarding Fay, Spafford and Thorndike’s (FST) proposed ways to mitigate cut-through traffic. They intend to send a letter to all residents with the FST report and convene a meeting to discuss.
  • Councilor O’Keefe asked Jason Silva if it would be possible to paint the crosswalks at/near Raymond Rd and cross-hatch the Loring Avenue area per the FST report prior to the start of the fall semester (September 6). Mr. Silva said yes.
  • Dunkin Donuts Window Treatment Meier Hall
  • The University is looking into the suggestions made regarding window treatments at the last meeting and will report back in September.
  • Salem State Community Day
  • Beth Bower reported that the university received six suggestions regarding community day. In addition, Beth met with members of the South Salem Neighborhood Association earlier in the week and received great suggestions. The university is working to find a fall date and will announce as soon as it is confirmed.
NEW BUSINESS
  • Center for International Education request – Beth Bower passed around a sheet describing “Opportunities for Housing International Students”. Nelly Wadsworth of the Center for International Education is helping international students find off-campus housing and has asked the South Salem Neighborhood Association to get the word out. She will speak at their September meeting.
MEETING SCHEDULE
  • Because the Enterprise Center is a polling location and the primary elections are scheduled for September 20, the September 19 meeting has been rescheduled. The next meeting will be on Monday, September 26, at 6:00 p.m. in the Enterprise Center Training Room B located on Central Campus at 121 Loring Avenue.
